RESEARCH PURPOSE

To determine factors that enable public health organizations to develop a common basis for action in complex, dynamic operating conditions.

SPECIFIC AIMS

1. Assess vulnerabilities, capacities of key actors.
2. Map patterns of information flow among actors under variable conditions.
3. Identify interdependencies in performance of public health functions.
4. Design a network of sensors, nodes and links to represent changing information, conditions to PHS managers.
